Focus Area 1: Academic Achievement
Joplin Schools' students will exhibit growth and preparation for the next level of learning through academic achievement and engagement. The Plan-Do-Study-Act (PDSA) model of continuous improvement will be utilized.

Strategic Focus 1.1: The performance of all students on each required assessment meets or exceeds district established proficiency targets.
  • Strategic Goal 1.1.1 Student proficiency and growth in English Language Arts in grades K-12 will improve as measured by local benchmark assessments and annually by state assessments.
  • Strategic Goal 1.1.2 Student proficiency and growth in Mathematics in grades K-12 will improve as measured by local benchmark assessments and annually by state assessments.
  • Strategic Goal 1.1.3 Student proficiency and progress in Science in grades 5, 8, and high school Biology will improve as measured by local benchmark assessments and annually by state assessments.
  • Strategic Goal 1.1.4 Student proficiency and progress in Social Studies in high school Government will improve as measured by local benchmark assessments and annually by state assessments.
Strategic Focus 1.2: All students and identified groups of students will be prepared for post-secondary success.
  • Strategic Goal 1.2.1 Students meeting graduation requirements as measured by state metrics will improve annually by status and growth (i.e. Four and Five-Plus Year Graduation Rate calculation)
  • Strategic Goal 1.2.2 Students earning qualifying scores for post-secondary success-ready coursework and/or assessments will improve annually as measured by status and growth (i.e. ACT, PLTW, Industry Recognized Credentials, Advanced Placement courses, Dual Credit courses, ASVAB, and WorkKeys).
  • Strategic Goal 1.2.3 Students who successfully transition to a post-secondary pursuit will improve annually as measured by status and growth (i.e. college, career tech school, military service, or the workplace)
Strategic Focus 1.3: Students will be engaged in their education as demonstrated by their attendance and participation.
  • Strategic Goal 1.3.1 The district attendance rate will meet or exceed projected targets of students in attendance as evaluated by the 90/90 attendance report annually
  • Strategic Goal 1.3.2 The district will provide a variety of highly engaging academic and extra-curricular experiences to involve its student body and improve participation over time.
Strategic Focus 1.4: Students will be engaged in their education by virtue of a well-established, guaranteed and viable curriculum that will be implemented by educators working in high functioning collaborative teams, and continuously improved through review cycles.
  • Strategic Goal 1.4.1 A robust curriculum guide for all grade levels and departments will be completed and reviewed annually.
  • Strategic Goal 1.4.2 Curriculum teams will develop common units of study and common assessments within curriculum frameworks, and establish a system of vertical alignment review for PK-12 curriculum and reviewed annually.
  • Strategic Goal 1.4.3 Collaborative teams will be trained for effectiveness and norms for every team will be established and fully implemented. Progress towards meeting standards of high functioning teams will be measured through an annual self-study.
Evaluation Methods and Tools: Academic, behavior, attendance, physical health benchmarks, and Curriculum and Assessment Plan: Curriculum-based Measures (CBMs), Northwest Education Assessment (NWEA), Missouri Assessment Programs (MAP), End of Course Assessment (EOC), American College Testing (ACT), Industry Recognized Credentials (IRC). Adopted by the Joplin Schools BOE in May, 2022

Focus Area 2: Instructional Support
Joplin Schools will use effective, efficient, and fiscally responsible processes to support district staff and operations.

Strategic Focus 2.1: Joplin Schools will use fiscal responsibility to be effective and efficient in processes that support high-performing classrooms in measurable ways.
  • Strategic Goal 2.1.1 The district will provide a safe, healthy learning environment and adequate facilities for students and staff.
  • Strategic Goal 2.1.2 The district will provide resources that are essential in supporting instructional goals, including technology, textbooks, supplies and instructional materials.
  • Strategic Goal 2.1.3 The district budget will reflect a priority of hiring and retaining quality staff, and supporting instructional needs to ensure high-performing classrooms.
Strategic Focus 2.2: Joplin Schools will recruit, hire, support and retain quality teachers and support staff to meet the needs of students.
  • Strategic Goal 2.2.1 The district will assess local K-12 public education salary and benefit packages to stay competitive in the area.
  • Strategic Goal 2.2.2 Teacher input and overall satisfaction will be annually assessed and results will be incorporated into district planning and budgeting.
  • Strategic Goal 2.2.3 The District will provide employees with consistent feedback to help positively impact students and schools
Strategic Focus 2.3: Joplin Schools will establish and maintain support and training for teachers/staff, leaders and BOE members to ensure their success.
  • Strategic Goal 2.3.1 The District, with human resources and curriculum working together, will provide relevant and effective training experiences for teachers/staff, leaders and BOE members to support district goals, and strengthen governance and practice. Data will be measured by the annual teacher/staff survey.
  • Strategic Goal 2.3.2 The District will provide onboarding experiences for new staff that facilitate a successful entry into the system.
Strategic Focus 2.4: Joplin Schools will address Teacher/Staff and students' mental health needs.
  • Strategic Goal 2.4.1 The District will create and implement a comprehensive plan to meet the mental health needs of staff.
  • Strategic Goal 2.4.2 The district will identify and collaborate with appropriate community partners to provide a comprehensive multi-tiered system of support that addresses the social, emotional, and behavioral needs of students.
Evaluation Methods and Tools: System reviews, Plan-Do-Study-Act (PDSA) philosophy, self-assessment, and stakeholder feedback through focus groups, forums, and surveys. Professional Development, Safety Audit, and Technology Plan.

Focus Area 3: Community Engagement
Joplin Schools will provide two-way, reliable, and representative communication with all stakeholders to understand their perspectives and to use that information in support of district strategies, student achievement, instructional support and community partnerships.

Strategic Focus 3.1: Joplin Schools will establish an Office of Communications and Community Engagement.
  • Strategic Goal 3.1.1 The District will create and fund the Office of Communications and Community Engagement to support the strategic goals of the district.
  • Strategic Goal 3.1.2 The District will launch a communications plan which provides for two-way, reliable and representative communication with all stakeholders.
Strategic Focus 3.2: Joplin Schools will be known as a regional leader in academic quality.
  • Strategic Goal 3.2.1 The District will create and implement a community engagement and communications plan that increases the regional and state profile of Joplin Schools.
  • Strategic Goal 3.2.2 Public will understand key functions of Joplin Public School District's fiscal and academic processes.
Strategic Focus 3.3: Joplin Schools will enhance learning opportunities by utilizing existing community resources and partnerships.
  • Strategic Goal 3.3.1 The district will regularly provide students engaging learning experiences beyond core academics that address life skills, workforce development, health/wellness and college and career readiness.
  • Strategic Goal 3.3.2 The District will grow community partnerships with local businesses and organizations to support student and staff engagement and success.
Strategic Focus 3.4: Joplin Schools will engage parents as partners in education.
  • Strategic Goal 3.4.1 The District will establish and facilitate parent partnerships that include standards to assist in achieving individual student and district goals.
