The A+ Education Partnership has listed a variety of resources on public charter schools. According to A+: " Charter Schools are independent public schools. Typically, they are given flexibility from the outset to design programs to improve student learning, and in exchange, they agree to specific accountability goals that are determined as part of their 'charter' with their authorizer.  Charter schools are open-enrollment schools that must take any student who wants to attend, and they must adhere to federal laws regarding civil rights, discrimination, accountability, etc. In order to operate, a charter school must be granted a 'charter,' or contract, through a school system's local board of education or state-level authorizer."
